Materials Management Plan

Materials management planning is designed to guide the management of counties’ materials, with an emphasis on increasing sustainable practices, such as recycling and composting, in addition to ensuring safe disposal options. These materials can include food waste, yard clippings, recyclables, other source separated materials, and solid waste. The new law establishes statewide recycling goals and standards, and the MMP will identify an implementation strategy to meet those goals.

Alpena, Alcona, Iosco, Montmorency, and Oscoda Counties are preparing a joint materials management plan and have appointed Alpena County as the Designated Planning Agency. 

Interlocal Agreement

An interlocal agreement specifies the roles, responsibilities, and funding that will contribute to the multi-county materials management planning process that serves all five counties well. The ILA can be found in the ‘Documents’ section.

Materials Management Planning Committee

The Materials Management Planning (MMP) Committee (Planning Committee) is a permanent body that is appointed to direct the DPA in the preparation of the MMP. All members must either provide services to or reside within the planning area and be defensible if challenged. 

The planning committee has the following duties and responsibilities: 

• Directs the DPA in the preparation of the MMP. 
• Reviews and approves the DPA work program. 
• Identifies relevant local policies and priorities. 
• Ensures coordination in the preparation of the MMP. 
• Advises counties and municipalities regarding the MMP. 
• Ensures the DPA is fulfilling the requirements of Part 115, including the MMP’s content and public participation. 
• Notifies the DPA and applicable parties of any deficiencies in the MMP or the process. 
• Approves the MMP prior to public comment. 
• Provides the final level of MMP approval before it is presented for CAA approval.
